Here’s an update for the WPA S2 SET exercise. The Bedford “Fall Foliage Festival” committee has hired an outside company to handle festival security. That company will handle their own communications too. So, Hams will only be needed for transportation, safety, health, and welfare communications support during daylight hours. No overnight communications support will be needed for the Festival.
The current plan has identified eleven fixed locations where Hams are needed to provide festival communications support. All but two of these positions are within Bedford Borough. Of the other two, one is at the Bedford County fairgrounds; the other is at Old Bedford Village. The more Hams that volunteer allows more shifts to be created which would provide shorter shifts for all involved.
Hams would need to be on the air by 7:30 AM each day of the festival. On-air operations would conclude around 6 PM each day. As a reminder, the festival runs Saturday, October 4 – Sunday, October 5, and Saturday, October 10 – Sunday, October 12 from 9:00 AM – 5:00 PM each day. An ICS-205 form is being developed for the Bedford festival.
Blair ARES is going to use the communications support of the Bedford “Fall Foliage Festival” as its SET exercise. Coordinating the movement of lots of people by shuttle busses sort of sounds like an evacuation exercise. Though at the Festival, the exercise will be done with real people, real busses, in real time.
